Exhaustive testing is defined as exercising every possible combination of inputs and preconditions. This usually amounts to an impractical number of test cases. For most systems it is relatively easy to identify millions of possible test cases (not necessarily all desirable test cases).
Exhaustive testing can not be possible because we can not execute every possible test case, it will be very expensive and may take years to test a software.
